The Senior Investigator annulled the decision of the CSSO. He found that it had not justified its decision to refuse to release the record at issue and directed its release, subject to the redaction of the names of any specific software/IT systems used by the CSSO.

The Investigator affirmed the HSE's decision. She found that the information withheld comprised the personal information of identifiable individuals and that the public interest did not favour its release.

The Investigator varied the Council's decision. She found that the Council was justified in refusing access to certain information on the basis of section 37(1) of the FOI Act. She found that the Council was not justified in refusing access to certain other information on the basis of sections 31(1) and 37(1) and directed its release. She affirmed its decision to refuse access to any additional records on the basis of section 15(1)(a).

The Investigator affirmed the Department's decision

The Senior Investigator varied the decision of the HSE. He found that it was justified in refusing access to certain records under section 30(1)(a), but that it was not justified in refusing access to the records under section 35(1) or 37(1) of the FAOI Act. He direct the HSE to conduct a fresh decision making process on the entire request.
