The Office of the Information Commissioner has set out policies and strategies to meet its own requirements as a public body under sections 25, 26, 27 and 28 of the Disability Act 2005 (the Act).

The Information Commissioner is also the Ombudsman and is a member of the Standards in Public Office Commission and the Commission for Public Service Appointments. The Office of the Information Commissioner shares offices with the Office of the Ombudsman, the Standards Commission and Public Service Appointments Commission. In this section of the website, references to the organisation include all these offices.

The organisation operates from 18 Lower Leeson Street. The following works have been carried out:

  • The office installed a ramp at the front of the building to improve access for visitors with ambulatory difficulties. The front door threshold is now flush with the top step.
  • The front door opens with light pressure and a platform lift installed in our reception area.
  • A wireless intercom was installed at the railings on street level.
  • The back staircase was covered in tactile flooring with contrast coloured stepnosing. Additionally, colour contrasted stepnosing was placed on the steps in the reception area.
  • Induction loops were installed in the reception area and lower ground floor conference room. A portable loop for use in the interview rooms was also acquired.
  • One leaf of the doors leading into the lift lobby area on each floor was automated to help wheelchair access. The door in the basement lobby leading in from the car park was automated as were the double doors at reception leading in to the interview rooms. Again these works were carried out to help wheelchair access.
  • The cotags in respect of the automated doors were lowered.
  • The organisation has taken the following steps to ensure that the appropriate expertise and skills are available to it. It has ascertained the existing level of skills/training within the organisation for dealing with people with disabilities. Disability awareness training has been provided to all members of staff. It has compiled a database of contact details, costs and notice required for suppliers who provide the following services:
  • Translation of documents into accessible formats
  • Sign Language Services
  • Induction Loop available on request
  • Plain English Documentation
  • Accessibility Works

The organisation ensures that relevant accessibility requirements for people with disabilities are, where appropriate, included as part of the organisation's procurement procedures. This applies to both the provision of services and the supply of goods. Section 27 requires public bodies to ensure that unless it would not be practicable or justifiable on cost grounds or would result in an unreasonable delay, goods or services supplied to the body are accessible to people with disabilities. Section 27 applies when tendering for equipment, materials, information technology, conference facilities etc. The aim of this organisation is, where it is practical and cost-effective to do so, to achieve as high standard of accessibility as possible for people with disabilities. It is the policy of this organisation to ensure that relevant accessibility requirements for people with disabilities are, where appropriate, included in all stages of the tender process. The following procedures have been adopted:

  • Staff preparing tenders should consult the Access Officer to identify whether there are accessibility requirements which should be considered as part of the tender process. It may also be necessary to consult with external advisors, the National Disability Authority and/or people with disabilities to identify any such requirements.
  • If it is decided that there are no accessibility requirements relevant to the goods or services being procured or that the accessibility requirements are deemed not to be practicable or will cause undue cost or delay, this decision must be recorded on the relevant file.
  • If there are accessibility requirements such requirements must be clearly stated in the request for tenders.
  • Accessibility criteria must be considered throughout the tendering process. Suppliers should be asked to identify features of their product or service which meets the relevant accessibility requirements. If asked to make presentations, suppliers should include accessibility as part of their presentation.
  • Accessibility requirements, where included, should also be given appropriate consideration and weighting during scoring and evaluation stages.

Procedures for examining complaints

In accordance with section 39(1) of the Act the organisation has appointed two inquiry officers for the purposes of investigating a complaint in relation to a failure by the organisation to comply with sections 25, 26, 27 or 28 of the Disability Act. In accordance with section 39(2) of the Act, the organisation has drawn up procedures for the investigation of complaints by inquiry officers.
